Not Dolby vision like davinci can do, on the pro version. Even with HDR10 you'd need a vegas version that supports HDR, which would be Vegas pro 17 and above (if I'm correct). I'd suggest sticking to HDR10 at the most, at this point, and see if that loads into Vegas. Some can get around this with muxing in the layer to an mp4 file somehow but it's only a bandaid at this point. The guys at makeMKV have not been able to support ripping of dolby vision content yet because there's not really a standard to do it with yet. So Apple probably is using a proprietary way to store that layer, and that would probably only work with their ecosystem (final cut, etc). The thing with dolby vision nowadays is that there is not a specific standard for saving the dolby vision layer in a mp4, mkv, etc file.
